Federal requirements mandate proper documentation of Energy Conservation Measures, from conception through implementation. EPC contracts are subject to the conditions under Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 1701u (Section 3).

Photographs taken by students of the Focus On Mentoring Program in Tampa helped fulfill these requirements and insure that work of contractors and other service providers met specifications.

Two students from the Focus on Mentoring program were contracted for a total of 432 hours of paid Section Three employment over a two month period. During that time the students utilized skills learned in the small ratio mentoring program and applied them in real world setting as they functioned as independent contractors.

Ray and Janna learned to work at job sites, as Energy Conservation Measures were implemented by Planergy Housing.

Taking classroom skills to the field, our Section Three employees worked with a diverse group of people, contractors, installers, laborers and field managers.

Under busy work conditions, in difficult lighting situations, Ray and Janna learned to utilize and maintain camera equipment. Back at the office, our Section 3 employees kept their image files captioned, edited and easily retrievable.

Our Section 3 employees completed the program having prepared resumes for distribution to potential employers and with full color portfolios of their photographs, highlighting both the Energy Conservation Measures and their artistic interpretation of street scenes.
